Here's one for the annals of central planning idiocies: China plans the availability of heat in the winter for the whole country with a one size fits all system. Quite literally, there is a line across the middle of the country: north of it you get centrally provided heat in your home, south of it you don't.
Presumably somewhere in China there's a street with heat on the north side and no heat on the south side.

Navel Gazing: And I thought it was bad in Creative Writing, in the late fall semester of 1981, in the old Parker Hall on the Main St. campus of the University at Buffalo - we had to keep the windows open because of the heat from the radiators, and when the snow came from the south it rained on our backs.
