Dave, I agree that it's ridculous, but not because there's nothing more important to worrry about. The great tragedy of much of this type of misdirected regulation (which California for some reason seems to love) is not the costs it imposes directly, but the attention and resources it diverts from real issues, the opportunity cost to put it in formal economic terms.
